Infrastructureless ICT System for Delivery of Early Warning and Notification Messages in Cases of Natural Disasters or Industrial Accidents

Abstract: This paper is focused on the application of information and communication technologies (ICT) in the field of ‘disaster-related crisis management’ for the purposes of infrastructureless delivery of early warning and notification messages to user electronic devices with limited communication abilities, located in the areas of natural disasters or industrial accidents, in order to reduce the health-related risk and harm posed to the public, and provide maximum protection during emergency situations by sending personalized instructions to affected people, based on their current location. The importance of the presented work lies within the practical applicability of the proposed system for timely delivery of early warning and notification messages in cases of natural disasters or industrial accidents.
